[Routine Help] do i give up on actives now?

i’ve been lazy with my skincare because everything i put on my face causes some form of damage. i used to apply niacinamide, either in serums or products that contained it. i completely wrecked my skin barrier and my skin is now sensitive dry, tight combination skin with a film of oil over it compared to before when it was just combination skin and decently easy to deal with. it also dries out completely sometimes, especially now in winter. i need hydration but for some reason i ditched the hyaluronic acid and packed on the very harsh neutrogena SA toner as well as a new cleanser (cetaphil) and two awful pharmacy brand moisturizers. i now have sebaceous filaments that reappear every morning, oil that is like a film over my nose and my t-zone except my chin. i literally will wash my face and (gross warning from here on) the oil/dead skin will lay itself like a grey sludge on my nose and i can’t get it off unless i a) scrape it off or b) wash until my skin is red. it is THICK and i wash my face regularly. this used to happen on my legs and i got rid of it by washing and moisturizing. the same routine has failed miserably on my face. i’ve tried moisturizers, a lot of them. mattifying moisturizers have clogged my pores immensely causing serious breakouts and i don’t think they’re what i need, my cetaphil moisturizer doesn’t break me out but turns me greasy. fast. the pharmacy brand ones are useless, they have no effect. i’ve tried oils. i’ve tried just cleanser and moisturizer. cleanser no moisturizer. just moisturizer. i’ve tried just water. nothing works. my skin can’t even handle tap water! i’ve been washing it with thermal spring water and tiny amounts of cleanser because otherwise i break out so badly! i’m considering going back to a simple routine while addressing my concerns because that worked before. a cleanser, some gentle serum or toner for exfoliation and a moisturizer as well as a barrier cream for nighttime, that was my routine. i used to use cera ve moisturizer, LRP cicaplast baume as my nighttime barrier cream, garnier oil in micellar water to clean off makeup (although i don’t wear make up now it was excellent for my skin), the ordinary lactic acid and their niacinamide serum. i also had an HA serum from the ordinary, worked wonders. i briefly used vichy mineral 89 booster, also worked wonders. anything water based, hydrating, that says “minerals” or “ocean extracts” or “algae extract” works great for me, it seems. i’m just scared to go back and mess up my skin even more but in order to know if it works… i have to try! i’m also kind of broke right now so i can’t afford all the skincare i used before. here are some products that worked for me before this disaster. cosrx pure fit cica creamy foam cleanser the ordinary niacinamide 10% zinc 1% eucerin dermapurifyer triple effect serum (for hyperpigmentation) garnier oil in micellar water nivea soothing micellar water, the amino acids one the ordinary lactic acid (despite being gentle i stopped using it out of fear for my skin barrier) kiehl’s ultra facial cream (SO expensive but amazing) LRP cicaplast baume b5+ (this and a hydrating serum or alone on a freshly cleansed, damp face? perfect) based on these, any product recommendations? any advice? tl;dr i fucked up my skin barrier a while back. now i have goopy oily sebaceous filaments on my skin, lots of oil and a crackly dry oil coated nose. do i use actives to exfoliate or do i need to do some kind of hard reset with some brand new product i’ve never touched before?
