I have a weird rash under my eyes?

Hi all, I have a weird rash under my eyes. I don't know if it's maybe from makeup, but I haven't tried anything new with my makeup and I don't go super heavy on it other than with the eyeliner. I don't know if it's relevant at all, but I've also been developing a rash under my armpits and I have cold symptoms (plus I've been suffering from headaches a lot for the past few weeks..?) These may all be unrelated, but I may as well put all of my concerns in one place. The rash is under where the dark circles would be. Like, not directly under my eyes, but a bit lower down. And it's slighy bumpy. It's not massive, but it's just out of the ordinary because I usually have alright skin. Edit: I also have a thing where I get super itchy when I'm stressed. I have just noticed, that around one of my stress itches, I have raised bumps. Which never usually happens.
