the head of the penis is very sensitive to touch

**I'm having a sensitivity issue with the head of my penis. Pulling back the skin is not painful, and it only takes a few slow strokes to stretch the skin back completely. However, when I touch or rub the head while the skin is pulled back, it hurts a lot. Even though I don't ejaculate from just touching it, the pain is uncomfortable.
