Can eyebrow serum cause acne

so I've been using this eyebrow serum for about a month and I'm seeing pimples right in the middle of my forehead. it's strange because I would expect acne right by my eyebrows if that was the case. but it's weird because these pimples came out of nowhere and they're literally right in the middle of my forehead. the serum does have Biotin in it
