Why does high TSH produce symptoms/affect TSH has on body?

I wonder if anyone can inform me or point me towards some information about what it is that TSH does to the body that produces negative symptoms. To explain why I’m asking this, a person who is subclinical will have a high TSH but their thyroid hormones will still be in range. So what is it about the TSH that causes them to have symptoms? I hope that makes sense
