Red texture?

I’ve had these small red bumps and red spots on my cheeks for a couple of years. They come and go but most of the time are there. Is this rosaeca? Or POD? I had POD before. I wear sunscreen daily, in the evening I wash my face with Esse sensitive cleanser, use Soonjung hypoallergic toner and La Roche Posay Cicablast b5+ moisturizer. How can I get rid of these?
