Hit my plateau. Carry on or push through?

So last year at my highest I was 185 lbs. I was going to a wedding so I went pretty hard on my diet, got down to 170 in 8 weeks, then took a break to enjoy myself. At the start of this year I was 174 and got back into it. I am eating 1500-1600 calories, cycling for about 50 min 5 days a week, and getting 10k steps daily. every calculator and fitness tracker said I should be burning 2100-2400 calories a day. I quickly dropped to 169 when things started getting wonky. for the past month my weight keeps bouncing between 169-167 lbs and will not move past that. it's very frustrating because my hard work seems to have stopped doing anything. I have also taken measurements which have gone down since my highest, but not since the plateau. Some sources say you should just keep going and eventually the scale will catch up, others say my body is used to this current input/output and I would have to work out harder or tighten my diet. what do you guys think? Anyone have experience with this?
