What is this on my mom's neck? (skin related)

Hello, this is about my mom so shes south asian (indian) height- 5'2, age 43 and weighs 70-75kg, she had this discoloration on the back of her neck for a few weeks. She says it itches and pains her only on that area. I'm worried about it.
