Low Beta Cell Function?

hi I recently came up at 5.9 and 5.7 a1c on recent tests, fasting glucose at 93 which is near the top, yet fasting insulin is very low at 3.2. Given this was 3 months later after some diet changes. is this concerning given my homa2b is at 38%?
