Is this dehydration or just aging?

Hi everyone, ​I'm 38 and looking for some outside perspective on what is going on with my skin.​ I recently started a new routine to address redness and general aging. Since starting, I've noticed two specific things happening that I'm unsure about: My skin looks very wrinkled? But not like deep ones, more like, the kind of texture you see on an elephant skin, of that makes sense. Also, I'm seeing these grayis looking spots on my cheeks and forehead. This is what I'm currently doing (started about 2 weeks ago: ​ ​AM: Good Molecules Cleanser + PCA Toner + La Roche Spring Water Mist + Good Molecules Hyaluronic Acid + La Roche Cicaplast Balm B5 Spf 50. ​PM (cycling): ​Night A: Cleanser + La Roche Springs Water Mist + Hyaluronic Acid + Good Molecules Gentle Retinol + CeraVe Moisturizer Cream ​Night B: Finacea (15% Azelaic Acid, just got it prescribed for Rosacea) I do the cleansing until HA, and then use the "sandwich method" (Moisturizer > Wait > Finacea > Wait > Moisturizer). ​Night C: Kate Somerville Sulfur Wash, as a 5-minute mask, then basically the same stuff as Nights B and C regarding the non active products. ​ ​Based on the photos, does my skin texture look like a reaction to the products or something else? What's happening with all the discoloration? Is what I'm doing enough or what do I need to do? Any thoughts on what this looks like would be appreciated.
